Will Allah forgive someone who returns to sin after repentance, despite promising not to return, and feels extreme shame from repeatedly asking for forgiveness?

Greater than the sin is despairing of Allah's mercy and forgiveness. The door of repentance is always open, and Allah is Merciful, forgiving all sins, and rejoices in the repentance of His servant no matter how often he sins. The repentant person must feel remorse and acknowledge his shortcomings, and Allah will forgive him. One should not listen to the whispers of Satan that distance him from the mercy of his Lord. A Muslim should be optimistic, supplicate to his Lord, and associate with the righteous. Repentance is always accepted, except at the moment of death (ghargarah) or when the sun rises from the west. Prayer is among the greatest deeds that expiate sins.
