What is the ruling on someone who used to sacrifice with three thousand pounds and now sacrifices with one thousand pounds, even though he is well-off, but he entered into a business that led to his indebtedness, knowing that he gives out the remainder and more at another time of the year, and is he sinful for being a traveler during the time of the sacrifice?

The preponderant opinion is that the Udhiyah (definition) (sacrifice) is a confirmed Sunnah (definition) and not obligatory for one who can afford it without hardship. There is no sin in not offering it, but the person misses out on a great reward. If a person offers an Udhiyah that is less expensive than what they are accustomed to, or reduces the number, there is no blame upon them, especially if they have debts, as long as the Udhiyah meets the conditions for validity. However, donating the money instead of offering the Udhiyah is not considered an Udhiyah; rather, it is charity. Travel does not prevent one from offering the Udhiyah, and offering the Udhiyah is better than donating its price.
