Is the questioner's action—of spitting, demeaning, and shaking his head—towards an unveiled woman, a correct action? And what is the religiously prescribed action required towards these unveiled women, to avoid anger, cursing, swearing, and spitting?

A Muslim must denounce evil while being careful to protect themselves by lowering their gaze and avoiding places of temptation. They should use legitimate means to influence the disobedient, such as a wife persuading her neighbor not to display herself immodestly, or delivering beneficial tapes, or contacting their guardians to remind them of their responsibility. Cursing and reviling should be avoided because it may aid Satan against them and portray religious people as ill-mannered, just as it was forbidden to say "May Allah disgrace you" to someone who drank wine, for fear of aiding Satan.
