Is what the sheikh does – insulting and beating men who walk with unveiled women, and grabbing unveiled women by their hair, telling them: "This is your path to hell, you unveiled one!" – under the pretext of enjoining good and forbidding evil, considered part of Islam?

His command of good is not good, and his prohibition of evil is evil. It is not for the caller [to Islam] to curse or insult the one being called. As for striking, using the hand is for someone who has authority over the one being called, and it is not permissible for him to touch her body if she is a stranger to him. This approach is not wise, and this should be clarified to him.
