What is the ruling regarding past days of Ramadan fasting that were not made up, given the inability to fast for two consecutive months or feed the poor due to financial hardship?

Fasting is not obligatory until after puberty. Therefore, what the questioner missed of fasting before puberty does not need to be made up. However, what he missed of fasting after puberty must be made up. Consecutive fasting is not obligatory but recommended. If he delayed making up the fasts due to ignorance or forgetfulness, there is no expiation (fidyah) upon him. But if the delay was intentional, then he must pay expiation by feeding one poor person for each day.
