What is the ruling on obtaining a professional driver's license to benefit from the pension after reaching retirement age, given that I do not work with it and have no other insurance anywhere else?

If the intent of the question is to defraud the pension authority to obtain a pension to which one is not entitled, then this is forbidden in Islam. Deception and fraud are forbidden in Islam, and whoever commits them is not considered a true believer. The Prophet, peace and blessings be upon him, said: "Whoever cheats us is not of us," and "Deceit and treachery lead to the Fire." This prohibition includes all forms of deception and fraud, especially those related to the rights of others or public funds. Whoever takes money unjustly is like one who eats but is never satisfied, and on the Day of Resurrection, that money will bear witness against him, or he will carry it, or he will enter the Fire.
