Does the one who breaks an oath sin if he swore "By Allah the Almighty, I will not do such and such, Allah willing," and then did what he swore he wouldn't?

Whoever says, "I swear by Allah the Almighty that I will not do such and such - Allah willing," and then breaks his oath, he is neither sinful nor is an expiation binding upon him, because his oath has been dissolved by the exception "Allah willing," which is permissible, just like "by Allah's will."
