Is there a difference of opinion among scholars that permits wearing tight trousers in front of women?

There is no explicit statement permitting a woman to wear tight trousers in front of other women. Rather, some have explicitly stated its dislike (karahah), which is a type of permissibility. However, some contemporary scholars have issued fatwas prohibiting it, such as Ibn Uthaymeen and Al-Fawzan, due to its revealing of a woman's allure, except to her husband.
