What is the ruling of the Sharia on a grandfather's will that includes a vow to recite Al-Fatiha and a part of the Qur'an annually for his soul, along with the sacrifice of a sheep, and how can this vow be fulfilled or annulled, given that the father has passed away, the land has not been divided, and the enquirer resides outside the country?

There is no impediment to a person bequeathing a portion of their land in exchange for having the Quran or parts of it recited for them. However, a bequest stipulating an annual mawlid (celebration of the Prophet's birth) where some Quran is recited, prophetic praises (madaih nabawiyya) are chanted, and food is prepared, is an innovation (bid'ah) and the bequest should not be executed. Rather, the funds should be disbursed only to the one who recites the Quran for him and should not be inherited from him.
