Is it permissible for a woman to seek divorce due to her husband's sexual and emotional neglect, knowing that the husband justifies this by work pressures and future worries, and that he allowed her brother to divorce her in his absence?

A wife is permitted to seek divorce if she is harmed by her husband's failure to fulfill his marital duties. The representative (the brother) can finalize the divorce on behalf of the husband, as divorce is a right of the husband which he can exercise himself or delegate to another. The wife is advised not to seek divorce except after exhausting all other solutions, such as traveling with her husband to his place of residence, or convincing him to return to his country and reminding him that sustenance is in the hands of Allah. Furthermore, the wife should not work unless the work does not involve mixing with men, while adhering to the hijab and not displaying adornment, and repenting from inappropriate behavior with colleagues.
