Buying land with the intention of building on it and then selling it does not necessitate its until after it is sold. It is then subject to zakat for one year, regardless of whether it remained for years before or after construction. The person who does this is called a "hoarder" (muhtakir) by the Malikis. If it is sold, zakat is due for one year, irrespective of the period it remained unsold.
