What is the ruling on buying dollars at the official rate from banks, purporting to be a traveler or importer, and selling them at a higher rate in the black market, while having no intention to travel or import, but rather aiming to profit from the price difference, knowing that the banks are usurious and that the procedures are sound and legal and do not involve forgery?

It is not permissible to resort to deception and trickery to obtain money from the bank for travel purposes and then sell it on the black market for profit, whether the bank is usurious or not. The bank only provides the amount for the need of hard currency for travel, not for trading. It is obligatory to adhere to the bank's conditions, and what is considered is the genuine intention to travel, not merely purchasing a ticket. This is because whoever does so without a genuine intention to travel is a deceitful trickster. The Prophet, peace and blessings be upon him, said: "Whoever cheats us is not of us," and "Deception and trickery are in the Hellfire." This act can lead to significant economic and political corruption.
