Is it permissible to seek assistance from a friend to obtain a bank guarantee letter for the amount of 10,0 pounds for establishing a project, while the applicant for the letter does not possess the required amount to be deposited in the bank?

A person issuing a letter of guarantee without a real collateral is considered to be lying, deceiving, wrongfully consuming people's wealth, and engaging in forbidden fraud, based on Allah's saying: "And do not consume your properties among yourselves through falsehood."
