Whoever believes that stars inherently influence people's characteristics and morals has committed disbelief (kufr), because they have attributed creation alongside Allah. As for whoever believes that stars are a cause for this, they have lied against both the and reality, asserting a causality for something that is not a tangible or Shar'i cause. This is severely prohibited, but it does not reach the level of disbelief.
