Is it permissible to give zakat on money to a person residing in Spain who is unemployed and receives meager government assistance that is insufficient for his needs, knowing that he has money in his home country but cannot travel to it due to administrative circumstances?

If a person cannot find work or is unable to perform it, and what he receives from the state is insufficient to meet his needs, and he cannot retrieve his money that is in his country, then he is considered eligible for zakat (definition), and his needs are supplemented from it. The jurists have stipulated the permissibility of disbursing zakat to someone who has absent wealth if he is poor or needy.
