Am I obligated to pay my monthly salary to the poor for every time I committed a sin, based on my vow and oath, and is it permissible to give it to my father, brother, sister, or friends?

The oath is dissolved, and expiation (kaffarah) becomes binding upon its violation, unless repeated violation was intended. As for the vow, it appears that repeated fulfillment was intended, and it becomes obligatory to fulfill it or offer expiation each time the disobedience occurs. One cannot be released from it except through permanent inability, which then necessitates an expiation for an oath. It is permissible to give the vow to needy relatives if they are poor, and that might even be better.
