Do the rulings of the Islamic religion elevate Muslim society only, or do they also elevate non-Muslims (i.e., would a non-Muslim state be elevated if it applied the rulings of Islam out of conviction in them, rather than faith in the religion)?

The rulings of Islam are justice, goodness, and wisdom because they are from Allah Almighty. Establishing the rulings of the Quran brings prosperity and a good life. Whoever does not establish the rulings of Islam will find their worldly life corrupted and evil will spread. Sheikh Al-Islam Ibn Taymiyyah said: The affairs of people in this world are set right with justice, and that is why it was said: "Allah upholds the just state even if it is disbelieving, and He does not uphold the oppressive state even if it is Muslim." Justice is the system of everything; if this world is established with justice, it will endure, even if its owner has no share in the Hereafter. If it is not established with justice, it will not endure, even if its owner has faith.
