Is the husband's act of building homes for his sisters and their children while neglecting to provide housing for his wife and children considered rightful and pleasing to Allah?

The wife's maintenance takes precedence over the maintenance of relatives. The husband must provide suitable housing for his wife, whether owned or rented. If the husband fulfills his obligations of maintenance and housing, there is no harm in him being charitable to his relatives or others. The wife must be kind to her husband and treat him gently, for there is good for her in this world and the hereafter in that.
