What is the ruling on pausing at "wa-huwa" for one who pronounces the "ha" with sukoon?

Stopping on "Huwa" (هو) with a sukoon on both the Haa and the Waw is permissible if the second sukoon is incidental, which is what the reciters do. It has parallels in the Quran such as: {وَالْفَجْرِ} (And by the dawn), and "as-Sahar" (the dawn).
