After research, no mention has been found of a specific reason or person for the revelation of the verse. Some Qur'anic verses were revealed ابتداءً (without a specific cause), and some were revealed due to a specific reason. This verse might belong to the first category. Al-Suyuti mentioned that Sa'id ibn Jubayr said it was revealed concerning Imru' al-Qays ibn 'Abis and 'Abdan al-Hadrami when they disputed over a piece of land, and Imru' al-Qays wanted to swear an oath.
