Is it permissible to ask my father for money, knowing that I ask him for more money than I need because I am unable to work, and he is well-off, and sometimes he refuses to give me money, or he delays in providing me with some of my needs?

The maintenance of a poor daughter is obligatory upon her well-off father to the extent of sufficiency according to what is customary. Anything beyond that is not binding upon him unless he volunteers it. It is permissible for the daughter to ask her father for money in excess of the obligatory maintenance if he gives it to her willingly, provided she does not lie to him.
