What is the ruling on speaking to a person again after swearing by saying: "May God paralyze my tongue if I speak to him," and what is the expiation for this oath?

If a person says, "May Allah paralyze his tongue if he speaks," this is not an oath, but rather a prohibited supplication against oneself, and it does not forbid him from speaking to the person mentioned. However, if he actually swore, saying, "By Allah, I will not speak to him," then he breaks his oath if he speaks to him. His intention is considered if he specified not speaking about a certain matter. And whoever takes an oath and sees something better than it, then breaking the oath with expiation is more preferable.
