What is the ruling on scholars who do not advise rulers, nor enjoin them to good and forbid them from evil, and who declare that their goal is not a state governed by Islam?

Scholars must be respected and appreciated, and their mistakes overlooked, for they are the inheritors of the prophets. Scholars must succeed the Prophet, peace and blessings be upon him, in his nation, strive to guide and remind people, advise rulers, and be keen on speaking the truth. One must also beware of lying against Allah and slandering Him. Everyone must adhere to the religion and be steadfast in observing its commands, for empowerment for the religion of Allah is commensurate with one's steadfastness.
