Is it obligatory to perform the Ihram for Hajj or Umrah for someone who enters Mecca for work?

"Whoever heads to Mecca for a purpose other than pilgrimage, such as trade or other matters, is not obligated to enter into a state of ihram, unless they desire to perform theسك. This is based on the Prophet Muhammad's (peace be upon him) statement regarding the Miqats: 'They are for them [the people of those places] and for those who come upon them from other than their people, intending Hajj and Umrah.' This is further supported by the fact that the Prophet Muhammad (peace be upon him) entered Mecca on the day of the Conquest without entering ihram."
