There is no harm in intending to go to Makkah with the intention of working and performing the rituals, based on the Almighty's saying: "There is no blame upon you for seeking bounty from your Lord." And whoever intends to perform the rituals must not pass the Miqat without entering into Ihram. If he does so, he must offer a sacrifice (dam) which is slaughtered and distributed among the poor of the Haram, unless he returns to the Miqat and enters into Ihram from there.
