Is it permissible to recite Al-Fatiha with the intention of seeking success when agreeing upon a partnership, an engagement, commercial transactions, or in other situations?

Reciting Al-Fatiha when agreeing upon a partnership, or during an engagement, or in commercial transactions, is an innovation (bid'ah) and a newly invented matter, and it was not among the practices of the righteous predecessors (Salaf As-Salih). The fatwas of the Permanent Committee have stipulated that "reciting Al-Fatiha when a man proposes to a woman or contracts marriage with her is an innovation." Sheikh Ibn 'Uthaymeen stated that reciting Al-Fatiha in places other than those prescribed by Islamic law, as an act of worship, is considered an innovation, and that reciting it on every occasion is a reprehensible and innovated matter. What is prescribed is to consult experts and perform Istikhara (prayer for guidance) before undertaking any matter.
