Is it Sunnah to offer condolences to those who are not relatives of the deceased, such as neighbors and friends?

The jurists have agreed upon the desirability of offering condolences to one afflicted by a calamity. The legitimacy of this act is indicated by the Prophet's (peace be upon him) saying: "There is no believer who offers condolences to his brother concerning a calamity except that Allah will clothe him with garments of honor on the Day of Resurrection." Condolence is not restricted to the family of the deceased but includes every afflicted person, such as a neighbor or a friend. Thus, everyone afflicted by the death of the deceased should be offered condolences.
