What is the ruling on some people ignoring offering condolences to the family of the deceased under the pretext of travel or learning about the death after a period of time?

Offering condolences is a Sunnah (recommended act) and not obligatory. Its purpose is to console the bereaved and strengthen the bonds of brotherhood among Muslims. It is recommended to offer condolences upon learning of a calamity. If a Muslim refrains from offering condolences to his brother despite knowing of the calamity, a coolness (estrangement) may occur. However, if the bereaved has forgotten their affliction and its effect has vanished, there is no benefit in offering condolences at that point, as it might remind them of the calamity instead of strengthening their patience regarding it. A traveler should offer condolences to others due to the ease of communication nowadays.
