Is the verse: "You are not responsible except for yourself, and incite the believers" specific to fighting or general to all matters of religion and worldly life?

The verse was revealed concerning fighting in the path of Allah Almighty, and it is a response to His saying: (And whoever fights in the path of Allah, and is killed or is victorious, We will surely grant him a great reward). Its interpretation is: Fight in the path of Allah, and you are not burdened except with yourself. This means: do not abandon fighting the enemy and aiding the oppressed, even if you are alone. And incite the believers to fight and encourage them with the reward. Indeed, Allah sufficed His Messenger, peace and blessings be upon him, in fighting, for He is more formidable in assault, greater in authority, and swifter in punishment. And "عسى" (perhaps/it may be) from Allah implies certainty. The verse is general concerning all obligations, as the lesson is in the generality of the wording, not the specificity of the cause.
