The third divorce occurred with the oath of divorce over the phone, which is considered a divorce by the majority of scholars if the condition upon which it was made is met. Some scholars hold that the divorce takes effect if the husband intended divorce by it; otherwise, it is expiated by an oath.

You should consult the Sharia courts. As for divorce under the influence of drugs, if consciousness was lost, the divorce does not take effect according to the most preponderant opinion. We advise you to repent to Allah.
