What is the ruling on proposing over an existing proposal, and what is the worldly recompense for the one who does it?

The majority of jurists are of the opinion that it is forbidden to propose to a woman already engaged if the woman has accepted the first suitor, based on the hadith: "A man must not propose to a woman to whom another man has already proposed, unless the first suitor leaves her or gives him permission." This is due to the harm and enmity it causes. The Shafi'is and Hanbalis stipulate for the prohibition that the acceptance of the first suitor must be explicit and that the second suitor must be aware of it. As for the Malikis, they stipulate the woman's or her guardian's acceptance and satisfaction with the first suitor, and that he must not be an unrighteous person. There is no specific worldly punishment for someone who does this, but the matter is left to the rulers to discipline those who commit sins. A Muslim must fear Allah and dread the punishment in the hereafter.
