What is meant by the Almighty’s saying: "Tell the believing men to lower their gaze"? Is it meant to lower one's gaze from all women or only from their 'awrah (private parts)? Is looking at women's faces without lust forbidden, and if so, how can a young man see a girl's face before engagement?

It is forbidden to look at the 'awrah (private parts) of foreign women, even without lust. Scholars have made exceptions for cases of necessity or a recognized need, such as a doctor's examination. It is permissible for a suitor to look at the face of his fiancée, for a doctor to look as much as needed, and for a witness, and for someone involved in buying and selling transactions. It is also forbidden to look with lust at anyone except one's wife and female slave. It is forbidden to look at the face or hands if there is fear of temptation or with lust. Scholars have differed on the ruling of looking at the face of a foreign woman without lust or fear of temptation: some have forbidden it, some have deemed it disliked, and some have permitted it when there is no fear of temptation.
