Is it permissible to build a mosque on land that the deceased bequeathed as a graveyard, after more than ten years have passed since his death?

Implementing a possible will is obligatory according to the testator's condition, and it is not permissible to change it unless it contains something that violates Islamic law. Whoever alters it incurs sin in the sight of Allah. However, if there is no need for burial in this land, and the heirs see that the need for the mosque is greater, then some scholars have permitted diverting an endowment to what serves a greater interest, even if it contradicts the endower's condition.
