Is it permissible to borrow from a friend without informing him of the reason for the loan?

A loan is a contract of assistance that Allah has permitted to meet people's needs. The lender is promised abundant reward, and it is a door to beneficence. It is not a condition for a loan that the borrower specify to the lender what he intends to do with the money. Therefore, there is no harm in borrowing money from your friend, even if you do not inform him that you wish to add it to the project's capital.
