What is the ruling on placing pictures of Mecca or Jerusalem on sweets?

It is not permissible to place a picture of the Kaaba or Jerusalem on wrappers that will be thrown into the trash and subjected to disrespect. This is out of reverence for them and in exaltation of God's sanctities and rituals.
