Is it permissible for a 15-year-old young man to be a Da'i (caller to Islam) and answer religious questions from the Qur'an, the Sunnah, and the sayings of scholars on social media, and to produce audio programs and videos with his voice, without having an ijaza (license) for fatwa from Al-Azhar?

Everyone who has learned something about the religion is permitted to preach it, based on the Messenger of Allah’s (PBUH) saying: “Convey from me, even if it is a single verse.” This is also because inviting to Allah is the most honorable deed, as Allah (the Most High) says: “And who is better in speech than one who invites to Allah and does righteousness and says, ‘Indeed, I am of the Muslims.’”

As for answering questions: If it involves issuing a personal fatwa (definition), then the conditions for Ijtihad (definition) must be met. If it involves conveying the fatwas of scholars, then trustworthiness and precision are sufficient.

As for creating audio videos for Da'wah using your voice: there is no harm in that if you master and perfect the issues. The original principle is to guide people to scholars and preachers and disseminate their knowledge. If you find a deficiency, you can participate, while avoiding competition with existing Da'wah materials without offering anything new. Also, pay attention to the Arabic language, avoiding grammatical errors and textual distortions.
