Does a divorce issued by the husband after a quarrel, resulting from the wife's provocation one or two days before her menstrual period, take effect, given that both parties regret it?

The forbidden divorce is divorce during menstruation or during a period of purity (ṭuhr) in which intercourse has occurred. The majority of scholars hold that such a divorce is valid and enforceable, and its effects are binding. As for divorce that occurs during a period of purity in which no intercourse has taken place, it is valid, even if it happens moments before the onset of menstruation. There are warnings against trivializing and playing with the limits set by Allah regarding divorce, as the Prophet (peace be upon him) said: "What is wrong with people who play with the limits of Allah, saying, 'I divorce you, I take you back, I divorce you, I take you back'?"
