What is the ruling on inciting society against a specific group of people, based on a crime committed by individuals among them, thereby harming the innocent?

Striving to corrupt relations between Muslims and inciting some of them against others is one of the greatest abominations and major sins. Corrupting relations between people is the 'razor' that shaves off religion and leads to punishment. Arousing ignorant tribalism and fanaticism based on nationalities and countries is contrary to Islamic law.
