Is a girl with special needs (mentally) required to wear the hijab, and will she be punished or beaten for not wearing it?

The jurists are in agreement that intellect is the basis of religious obligation (taklif). Therefore, acts of worship are not obligatory for those who lack it, such as the insane. Consequently, the hijab is not obligatory for an insane woman. However, her guardian must prevent her from appearing unveiled and mixing with non-mahram men, and prevent her from exposing her body. It is his duty to manage her affairs, care for her, protect her, and gently ward off harm from her and from society.
