What is the expiation (kaffarah) required of a driver who caused an accident that led to the death of 45 passengers?

The expiation multiplies with the number of deceased, if the driver is responsible for the killing. This is the upheld view among the Shafi'is and Hanbalis, and it is the choice of the Permanent Committee and Ibn 'Uthaymeen. The Hanafis and some jurists hold the view that the expiation is single and does not multiply, because the rights of Allah are based on forgiveness. Given the large number of fatalities in public transport accidents, some scholars believe that if the killing in these accidents was accidental, then the killer owes only one expiation; this is to avert hardship and to facilitate matters for him.
