What is the legal ruling regarding a Sheikh who treats with the Quran refusing to wash and shroud a deceased child, based on the guidance of the Prophet (peace be upon him)?

Washing, shrouding, and burying the deceased is a communal obligation (fard kifaya). The most deserving to carry this out are the deceased's parents and relatives. It is recommended for a Muslim to help prepare the deceased, attend the funeral prayer, and bury them, due to the immense reward therein. The preacher ought to have helped the family of the deceased and participated in the funeral procession. The family of the deceased should find an excuse for those who did not attend.
