Does the intention to repeat an oath count if it comes immediately after the previous one has ended, and is one who habitually breaks oaths cursed or subject to God's wrath?

I have answered a similar question previously. One must turn away from obsessive doubts (waswas), as they are a serious malady. There is no evidence that one who constantly breaks an oath is cursed or deserving of God's wrath. Rather, oath-breaking (al-hinth) is subject to the five legal rulings (al-ahkam al-taklifiyyah):

If one swears to perform an obligation (wajib) or refrain from a prohibition (haram), then upholding the oath is obligatory, and breaking it is a sin and requires expiation. If one swears to abandon an obligation or commit a prohibition, then the oath itself is a sin, and one must break it and offer expiation. If one swears to perform a supererogatory act (nafl), then upholding the oath is an act of obedience, and violating it is disliked (makrooh) and requires expiation. If one swears to abandon a supererogatory act, then the oath is disliked, and upholding it is disliked. If one swears concerning a permissible act (mubah), one may either uphold the oath or break it.
