Is purchasing an internet package, while ignorant of some of its details or with an unclear purpose, considered gharar (excessive uncertainty/risk), and is it permissible to use it?

Ignorance of some contract details does not invalidate it, as long as the general intent of the contract is known. The prohibited gharar (excessive uncertainty/risk) is that which is intended, whereas minor, unintended gharar is not included in the prohibition.
