What is the ruling on the call to prayer (adhan) if its time is delayed by a few minutes past its legally prescribed time?

The Adhan is required even if a Muslim prays at the very end of the chosen prayer time, because the time for Dhuhr prayer has a wide range. He should make the Adhan, then perform the Iqamah for the prayer at the time of the Iqamah.
