Is trading in scheduled drugs permissible when selling them to a sales representative or a pharmacy, knowing that they may ultimately reach the hands of youth or drug dealers, and that this trade is conducted due to a lack of resources?

If narcotic drugs cause intoxication, then their sale is impermissible, based on the hadith: "That of which a large quantity intoxicates, a small quantity is also unlawful." However, if they do not cause intoxication and are used to alleviate a patient's pain, then it is permissible to trade in them for someone who is known not to use them for unlawful purposes. If it is highly probable that the buyer will use them for intoxication, then it is not permissible to sell them to him, nor to someone who sells them to those who use them for unlawful purposes, or if it is most likely that they will fall into the hands of drug dealers and addicts. However, if these prohibitions are absent, then there is no harm in trading in them.
