What is the ruling on recycling damaged or demolished concrete, given its low quality and mechanical properties?

The fundamental principle for all matters is permissibility and lawfulness, and nothing is forbidden except what has a clear religious text prohibiting it. Recycling materials is permissible, and there is no Sharia text that prohibits it. The poor quality of recycled materials does not necessitate their prohibition. However, the recycling of certain materials may be prohibited for the public good, or if it involves deception and fraud by selling them as new materials.
