If the state stipulates a condition for providing a (interest-free loan), then this condition must be met to obtain it. It is not permissible to cheat or lie to circumvent the condition, due to the general saying of the Prophet, peace and blessings be upon him: "Whoever cheats us is not of us," and "Whoever cheats us is not of us; deceit and treachery are in the Hellfire." The condition must be fulfilled, due to the Almighty's saying: {O YOU WHO HAVE BELIEVED, FULFILL [ALL] CONTRACTS}, and the Prophet's saying, peace and blessings be upon him: "Muslims are bound by their conditions."
