What the colleagues did—cheating and defrauding the granting entity—is forbidden, because the Prophet, peace and blessings be upon him, said: "Whoever cheats is not one of us," and "Deceit, treachery, and betrayal are in the Hellfire." As for the questioner's benefit from the salary of the fourth year, there is no harm in it, because the four years are obligatory for him, and because the granting entity disbursed the salary for this purpose.
