What is the ruling on residing in homes built upon an Islamic graveyard, and is it permissible to live in them with the presence of human remains?

It is forbidden to desecrate graves in any way. They must be respected and honored. It is not permissible to build on them or benefit from them until the bodies have completely disintegrated. Whoever does so must repent and, if possible, move away from the graves. Otherwise, they should avoid desecrating them as much as possible. It is permissible to exhume those graves that cannot be avoided and move them to Muslim cemeteries to avert the lesser of two harms.
