What is the ruling on saying "I didn't believe in Allah" as in "I didn't believe in Allah that I would meet you"?

The colloquial phrase "Ma saddaqtu 'ala Allah alqak" (I couldn't believe God would allow me to meet you) means "I didn't think God would destine our meeting." Some scholars, including Ibn Baz and Ibn 'Uthaymeen, have stated that there is no religious prohibition in it, as the intent is to express extreme despair of meeting, or not expecting the event to happen. Ibn 'Uthaymeen holds that the meaning is correct, but the wording is ambiguous, and avoiding it is better, though prohibiting it is difficult.
